Adjunct Assistant Professor

Introduction:
Dr. Payne is the Area Animal Waste Management Specialist for the OCES Northeast and Southeast Districts and is housed in Muskogee, Oklahoma. He designs, coordinates and delivers quality educational programs in the area of animal waste and environmental management while serving as Coordinator for the Poultry Waste Management Training Program and the Oklahoma Litter Market.
